From the 1st October 2008 all properties on the market for sale or to let will require an Energy Performance Certificate by law in England and Wales, even those previously exempt from a HIP.

An Energy Performance Certificate (EPC) is a compulsory item for the Home Information Pack and only a qualified Domestic Energy Inspector (DEA) can Issue an EPC. EPCs are being rolled out across the Europe Union to all member countries.

An EPC contains:

The property address
The energy efficiency rating both current and potential
The environmental impact CO2 rating both current and potential
Estimated energy use with regards to CO2, fuel and costs
The DEA name and address
How to complain about the EPC
How to improve the energy efficiency of the property.

How To Improve The Energy Efficiency of The Property

Low cost measures to improve the energy efficiency include

Low energy lighting for all fixed outlets
Cavity wall insulation
Loft insulation
Programmable heating controls with room stats and thermostatically controlled radiator values

Higher cost measures include

Installing a condensing boiler
Double-glazing
Solar water heating
Solar photovoltaic (PV) panels for electricity
